Incidents

January 5 NWS Alerts EMA to approaching ice/snow storm. EMA Handled public information to schools, government etc. Multiple injury accidents occurred. Some power outages. EMA activates limited basis for coordination of standby for sheltering if needed, etc.
January 20 NWS issued snow advisory for Scioto county with 2" of snow blanketing area. EMA made appropriate notifications and alerts on weather and coordinated public information for media and updated response agencies on weather.
January 23 NWS issued snow advisory. 3" of snow fell, causing some power line problems as it was heavy. Appropriate notifications were made by EMA to local government and response agencies.
January 26 Sleet and freezing rain fell causing problems for motorists. Usual notifications were made by EMA.

January 28 NWS issued winter weather advisory of possible 6" of snow mixed with sleet. Valley received 5", Otway/Rarden received 4" and points further south 3".
February 2 Winter storm watch issued by NWS. Appropriate notifications made by EMA.
February 3 Winter Storm warning issued by NWS.
February 7 Minor snow and ice event causes minor problems.
February 8 Minor snow and ice event causes minor problems.
February 9 2" snowfall causing minor rush hour problems for traffic and road crews.
February 10 2" snowfall causing minor rush hour problems for traffic and road crews.
February 13 Light snow again. No problems.
February 13 Tanker Truck parked at the new rest area and tourist center at Pike/Scioto line leaked 72 LB maleic acid onto the parking lot. EMA coordinated EPA notifications while OSP handled clean up on site by a contractor for the shipper.
March 7 Flood watch issued by NWS for Scioto county with snow possible before changing over to rain. Snow advisory in effect for overnight hours on 7th. 4-6" of snow fell through out county causing problems for motorists and road crews. No power outages reported.
March 8 Flood watch issued by NWS for Scioto county with snow possible before changing over to rain. Snow advisory in effect for overnight hours on 7th. 4-6" of snow fell through out county causing problems for motorists and road crews. No power outages reported.
March 20 1,000+ acre brush fire raged on Divide Hill area of SR 73 and Shawnee Forest area. Multiple jurisdictional response by fire saw all day and all night protection of homes. EMA coordinated updates on weather moving and food served to response crews.
April 4 A transformer spilled PCB oil onto grounds at Branch Rickey Park after being blown off pole by high winds. EMA coordinated EPA notifications and clean up procedures with Portsmouth Fire Department.
April 11 Columbus Southern Power notified EMA of a PCB oil leak at an abandoned sub station on Clinton Furnace Road where transformers were vandalized. EPA was notified.
May 10 EMA activated for severe weather. Tornado Watch was issued by NWS and appropriate warnings were issued to media, emergency personnel, schools and institutions. Sky Warn Net, Emergency Broadcast System, and Emergency Paging network all activated with each update. Tornadoes spotted in Stockdale and Wakefield north of Scioto. Hail damaged cars, numerous trees and limbs were downed, but no structural damage reported in Scioto County.
May 14 Severe Thunderstorm Warning issued for Scioto by NWS. Sky Warn Net activated, emergency public information provided by EMA as well as notifications and alerts to agencies and the public. Flash Flood Warning issued by NWS for Scioto due to rainfall in quick period and hilly terrain. Notifications made by EMA.
May 16-19 Severe weather activation by EMA. Flood Watch issued for area. More rain on the way and ground saturated. Doppler Radar monitoring and rain gauge monitoring by EMA for emergency public information is necessary. Tornado Watch and Flood Warning issued within activation period with all alerts passed on. Power outages occurred. Scioto River rises out of its banks flooding homes in the Sun Creek areas of SR 104 at Camp Creek.
May 24 Severe Thunderstorm Warning issued for Scioto County. Heavy rain and strong winds plague area. Debris removal and flooded roads cause minor problems for county. EMA notifications and alerts made.
May 25 Flood Watch issued by NWS. More stormy weather and ground saturated.
June 2 Locally heavy rainfall causes Ohio River to begin to rise again after crest.
June 4 Urban and small stream Flood Warning issued by NWS as heavy rain falls and streams at bankfull. Some minor flooding occurred.
June 8 Severe Thunderstorm Watch Issued. Strong storms moved through area causing some tree limbs to be downed and urban flooding.
June 15 A city garbage truck unknowingly picked up Calcium Carbide from a residence that began fuming. Truck was isolated and EPA notified who responded to assist with clean up and disposal.
June 16 Severe storms moved though area with heavy rain and high winds. Clean up crews were busy again.
June 26 Severe Thunderstorm Warning issued for Scioto County by NWS. More clean up of trees.
June 29 Severe Thunderstorm Watch issued by NWS as some tornado activity indicated in approaching storm system. As storms moved through Sciotoville trees were downed into homes and cars, flooding occurred from excessive rainfall impacting homes in Sciotoville. Utility lines were downed. Front line wind damage of 75 - 90 mph winds experienced. County and City had numerous trees blocking roads.
June 30 Urban and Small Streams Flood Warning issued by NWS as creeks rise out of their banks due to more intense thunderstorms and heavy rainfall.
July 13 Severe Thunderstorm Warning. More rain. More wind. More clean up. Power outages.
July 14 Severe Thunderstorm Warning. More rain. More wind. More clean up. Power outages.
July 15 A chemical spill of Carburetor Cleaner into a farm field and stream in Union Township saw EMA coordinate EPA notification and reporting.
August 3 EMA coordinates with Health Department plan for excessive heat relief shelters if needed. Absorbent temperatures were baking the community.
August 5 Remnants of Hurricane Erin dumps 4-5" of rain on area causing flooding problems and debris clean up.

August 8 Severe thunderstorm dumps another 2" of rain on area.
August 9-10 Deadly flash flooding occurs as system moves through dumping 5" more rain in 4 hours. (3) people die, evacuations occur. Many roads flood damaged and residents cut off and isolated. Full activation and response. Meade lake dam breached. Severe flooding. County, State and Federal declaration of disaster.
August 11 More strong storms dump 3-4" of rain on eastern Scioto county bringing the weekly rain total to more than 20".
August 15 A semi hauling cooking grease saw melting in excessive heat and leakage occurred on a one lane section of Scioto Trail slicking up roadways and prompting costly clean up by city service and fire personnel. Public information on traffic rerouting handled by EMA as well as EPA notifications.
August 18 Urban and small stream flood warning issued by NWS as heavy rain caused minor flooding problems for motorists. Usual alerts by EMA. Heat alert also in effect.
August 20 Sulfuric acid leak of an Oleum product from Dupont plant in Wurtland Kentucky across the Ohio river from Green township. Wisps of airborne chemical cloud prompt EMA to trigger in place sheltering of residents. Emergency public information given and door to door alerting by Green fire. Coordination with plant and response community on containment and emergency procedures. (3) contaminated victims were treated at Southern Ohio Medical Center. EMA coordinated shut down of river and rail traffic and all public information on Ohio side.
August 21 Urban and small stream flood warning issued for Scioto county as saturated ground to receive two more inches of rain. No problems reported.
September 26 A tanker train car in the Portsmouth yard leaked molten sulfur causing a fire to reignite and burn for hours. EMA notified EPA and coordinated isolation, cool down and clean up with railroad and Portsmouth fire department. Small vapor cloud escaped.
November 9 High wind watch issued by NWS for gusts over 60 mph with frontal system to move through. EMA notifications made and public information provided. Winds sustained over 40 mph. Utilities put on alert as well.
November 16 Special weather statement issued by NWS for snow and hazardous driving. 1" of snow with ice nix received.
November 17th Propane tank breach incident at SOCF prompts in place shelter orders through EBS and institution sirens. Command post set up with EMA at SOCF. EMA coordinated response, containment and coordination with PUCO and fire marshal office on safety matters.
November 20 A car tanker collision on the Carl Perkins bridge spilled 110 G of diesel fuel from saddle tanks and threatened breach of the chemical tanker carrying organic peroxide, a corrosive poison. The bridge was shut down to protect the Ohio river and other traffic. EMA coordinated response and public information as well as EPA notifications.
December 8 Winter storm watch issued by NWS for 9th. EMA made appropriate notifications. Wintry mix occurred with sleet/snow. No major problems.
December 12 Winter weather advisory issued by NWS for next 24 hr. EMA makes appropriate notifications.
December 13 Ice storm moves through causing travel problems and prompting road crews to spring into action. Multiple accidents see law enforcement fall behind in investigating crashes. More than 50 accidents back up.
December 18 Flood watch for small streams issued as heavy rain occurs prior to switch over to freezing rain and sleet then snow.
December 19 Winter weather and show advisory issued for snow and ice to move through. Minor problems.
December 20 A tanker truck accident at Robinson Avenue in city saw 90 gallons of diesel fuel spill. City service and Portsmouth fire contained fuel from sewers. Appropriate clean up and EPA notifications handled by EMA.

* There is currently one Brownfield/Superfund clean up site of US EPA in Scioto County: King River limited, New Boston, former steel mill site (Contaminated PCB soil)

Scioto county EMA is a repository for information on the clean up site using Sara title III Superfund moneys.
