January 20 Scioto county LEPC receives US EPA award from regional response team for excellence in training and exercise requirements -Presented to commissioners and board by Ohio EPA branch chief Ken Schultz.

Ohio EMA agency/select few directors in state to participate in governor's task force on dispute resolution between county and state agencies - conflict resolution on issues facing county from state agency in areas of fairness and importance.
March 8 & 9 Continuing education mandatory training through Ohio EMA in Columbus (16 hours).
March 13 WZIO talk show on emergency management issues, including tornado safety awareness week activities.
March 14 Participated in drafting state emergency broadcast system (EBS) plan change to new emergency alert system (EAS) developing procedures and protocol for interaction between media and EMA during weather and other civil emergencies (Held at state EOC).

September 6 Hazard Mitigation Team from State and Feds tour Green and Porter Townships for possible additional mitigation moneys projects.
September 8 FEMA Outreach Teams arrive ahead of team to open recovery information center for storm victims assistance.
September 9 EMA sets up Recovery Information Center for Feds in Wheelersburg to help those who have Teleregistered for Assistance.
September 10 Recovery Information Center opens in Wheelersburg for victims in Green and Porter Township and City of Portsmouth who had damages they wished to seek Financial Assistance for.

October 1995 - Approval by Ohio EPA on 300 plus page document outlining technical information and response guidelines for Hazardous Materials Emergencies, A companion document to The County Emergency Operations Plan.

November 1995 - Approval by FEMA of updates to County All Hazard Emergency Operations Plan.

1995 Highlights As Far As Achievements
in Enhanced Response Capability

January - Increased use of New Computer Based Doppler Radar Program in the EMA Office and at her office at home, enabling actual real time weather graphics information to be disseminated by EMA rapidly.

March - New National Weather Service Office at Wilmington Ohio takes over warning responsibility for Scioto County, with new enhanced Doppler radar technology, co-located with the Ohio River Forecast Center.

May - On line with New Emergency/Weather Alert (EWA) System in EMA Office at work and home and through 911 Dispatch for notifications of key personnel in industry, government, schools, institutions and emergency response community with new paging alert system that enables text messages to be transmitted via pagers simultaneously.

June - Storms rain gauges fully operational in county with ability of EMA Office to dial up through computer modem real time rainfall data from various watersheds in county and match up with flash flood guidance for dissemination of flood warning information.

July - First changes in New Emergency Alert System (EAS) which replaces old Emergency Broadcast System, enabling more rapid dissemination of warning information through radio stations, and next year Tv and cable systems.

Goals for 1996

Emergency Management at the Local and State Level are meeting with Federal Level Weather Service Officials in hopes of bringing on line a national weather radio transmitter in Scioto County easily picked up with scanners and weather radios as a 24-hour source of weather information.

Fully train, equip and develop countywide call out procedures for a Hazardous Material Response Team for Scioto County.

Acquisition of a command/communication vehicle for Scioto County EMA that could be utilized by the Sheriff's Office in non-emergency, serving as an adequate Field Command Post, rather than the hood of a fire truck, ETC....

Improved coordination between adjacent jurisdictions such as Kentucky and Adams, Pike and Lawrence Counties for large incidents.
