1998 Projects and Progress

BRIDGES

We applied for and received approval from the Ohio Public Works Commission for two (2) bridge projects under the Issue II Infrastructure Program, as listed: County Road 12 Bennett School House for a cost of $161,585.00 and County Road 277 Junior Road for a cost of $85,932.00. Total replacement was done on both bridges that total $247,517.00, and we received $187,139.28 from Ohio Public Works Commission.

Three (3) contracts were awarded this year to contractors for their overall lowest qualifying bid for total replacement to these bridges: Township Road 123 (Tatman Coe Road), $360,688.00; Township Road 157 (Coon Hollow Road), $68,500.00; and County Road 27 (Miller's Run-Back Run), $59,549.50.

We purchased six (6) precast concrete boxes this year. Once the boxes were delivered we awarded contracts to install these boxes. The cost of the boxes and labor for installing was $174,774.00. Listed are bridges replaced with boxes on: Township Road 108 (Rabbit Run Road), $24,342.00; County Road 64 (Maple Benner Road), $26,000.00; County Road 32 (Big Bear Creek Road), $22,944.00; Township Road 529 (Roy Rogers Road), $11,338.00; Township Roach 260 (Goose Creek Road), $26,316.00; Township Road 100 (Pond Run Road), $41,754.00; Township Road 99 (Mackletree Road), $35,000.00.

County Bridge Department did total replacement on several bridges this year: Township Road 183 (Colegrove Road), $28,431.00: County Road 39 (Rarden-Hazelbaker Road), $37,957.00; Township Road 293 (Webster Hope Road), $26,742.00; Township Road 290 (Bloom Furnace Road), $38,100.00; Township Road 306 (Taylor Dutiel), $33,000.00; County Road 32 (Big Bear Creek Road), $34,226.00.

We have 366 Scioto County Bridges and 193 Township Bridges, with almost half needing repair or replacement. Bridge maintenance is an every day job for county crews and we spent approximately $95,000.00 this year alone to replace decks, strip floors, do abutment repairs, truss repairs, and many repairs to bridges with wooden floors.

GRANT MONIES

The Engineer's Department has received a letter of approval from the Economic Development Agency (EDA) for our application to raise Slab Run Road at the intersection of State Route 239 out of the flood prone area. Planning and design work are underway now as this will be a big project for our department. After the project is bid and awarded to the county for the Engineer's Department and we are very pleased that all of our hard work and time spent on the application has paid off.

We also applied for funds from the Appalachian Regional Commission (ARC) to replace culverts on Big Pete Road and Phipps Road. These were flood related projects. The applications were made in the fall of 1997. ARC approved them and the work was completed in November of 1997. ARC approved them and the work was completed in November of 1997. We are happy to report that in July of 1998 we received $88,664.00 from ARC toward these projects.

PAVING

The Scioto County Engineer's Paving Program for 1998 was awarded to L.P. Cavett Company of Cincinnati, Ohio, to furnish 404 Asphalt in place. The total cost was $622,241.00 with one half of the monies being funded through an Issue II grant and one half being funded through the Piggy-Back Sales Tax. Because of the funds received we were able to resurface 22.44 miles of county roadways including all or portions of County Road 12 (Bennett School House-South Webster Road), 15 (Dixon Mill Road), 6 (Germany Hollow Road), 277 (Junior Road), 2 (Lick Run-Lyra-Bloom Switch Road), 18 (White Gravel-McDaniel Road).

Again this year using a Pug Mill we purchased in 1996 County Forces were able to lay a Cold Mixing Paving Process (ODOT Specification 405) which enabled crews to pave 32.33 miles and then we laid a Type 409 Seal Coat on top of that on all or portions of County Road 168 (Bonser Run Road), 204 (Cathy's Lane), 135 (Cramer Road), 7 (Junior Furnace-Powellsville Road), 524 (Mohawk Drive), 309 (Schwamberger Road), 308 (Shelton-Cartro Road), 145 (Shepherd Fork Road), 241 (Tick Ridge-East), 169 (Wood Ridge Road), costing $110,502.00 for 26.31 miles of County Roadways.

At the end of the season we awarded a contract to the lowest bidder to centerline stripe 112.73 of county roadways and 6.16 miles of lane lines on county roadways for a cost of $38, 774.76.
