Message from Scioto County Engineer Craig J. Opperman, P.E., P.S. This is the eighth annual report which has been prepared to keep you, the taxpayers aware of the work accomplished over the past year. This 1998 annual report is intended to show you how your tax dollars were spent. I am very happy to report to you that the bridge project on Carey's Run-Pond Creek has been bid by the Ohio Department of Transportation on December 2, 1998, and a contract for $295,582.50 was awarded the Ratzlaff Construction Company of Chillicothe, Ohio. We were also awarded a grant by the Economic Development Administration in the amount of $276, 383.00, which is part of the total cost of $440,303.00 for a project to raise Slab Run Road C.R. 126 up to an approximate 60' Flood Stage. This will include the driveway into the Sewage Treatment Plant. This year has been a very busy year for the County Engineer's Department in every aspect of work we are called on to do and I usually take a little space here to thank my staff and employees for the good job they are doing and for their dedication to this Department. I would also like to thank the Scioto County Commissioners for their confidence and support for our programs and allowing us to purchase the equipment and materials we need to accomplish our task. Again a special thank you to our many citizens who take time to offer advice and to alert us of dangerous situations that occur on our road system. I appreciate the opportunity to serve as your County Engineer.
