Message from Scioto County
Engineer Craig J. Opperman, P.E., P.S.

This is the fifteenth annual report that has been prepared to keep you, the taxpayers aware of the work accomplished over the past year. This 2005 annual report is intended to show you how your tax dollars were spent.

By investing $98,891.38 of our tax dollars we were able to obtain $385,210.42 of Issue II Grant Dollars to replace two worn out bridges, these are listed inside. Also, the Commissioners invested $258,261.00 of our Piggy-Back Tax dollars, we were able to obtain $258,261.00 of Issue II Grant dollars and $21,341.70 of MVGT Funds from our County Engineer's Fund for paving roads also listed above.

This year we are very happy that 3 Township Trustee Boards participated in our program whereby we share the cost of replacing large pipes on Township Roads with Concrete Box Culverts. We think this is a very important program because metal pipes last 12 - 20 years and concrete box culverts will last 60+ years and at very little additional costs for Townships. These three Townships were Porter, placing 2 concrete box culverts on Possum Hollow Road, Nile Township placing 1 box culvert on Pond Run Road, and Rush Township placing 1 box culvert on Crowe Hollow. The total costs were $49,391.96 for the Township and $58,623.36 for the Engineering Department. In addition to the money the County also does the design, right-of-way, securing materials, and getting the contractor.

Dixon Mill Bridge - we were able to secure a State Infrastructure Bank Loan for this project. We had the bid for a Design-Build type project and the team of C. J. Mahan Construction Company, LLC and Janssen and Spaans Engineering Company were low bidders at $1,450,000.00. This project is in the design stage and should be constructed between May and October of 2006 and the programmed money of 2008 will be used to repay the loan. The county will have to pay 2 years of interest or approximately $58,000.00.

Arion Road - is programmed for 2010 in the amount of $1,500,000.00. If Dixon Mill Projects goes ok, we will also apply for an S.I.B. Loan for this time next year. The County's part of this Project is completed:

1. Right-of-Way has been obtained.

2. Historical documents prepared.

3. Preliminary Engineering completed.

Hayport Road - Planning is underway to raise the road and replace the bridge. This is programmed also for 2010 at $2,782,000.00. Preliminary Engineering is completed, ODOT is preparing the environmental document, and we are in the process of choosing an Engineering Firm to design the project.

This was another very busy year for our entire department. Everyone has worked very hard to keep our roads, bridges, and equipment in good repair and maintained as well as replacing what we can. Our office staff at the Courthouse and the Garage work very hard to keep everything up to date. I want to thank all of them for their dedication.

I would like to thank the Scioto County Commissioners for their continued confidence in our programs and allowing us to purchase the equipment and materials we need to accomplish our task.

As always a special thank you to our many citizens who take time to offer advice and to alert us of dangerous situations that occur on our road system. I appreciate the opportunity to serve as your County Engineer.
